How change image pixels and size without software

For size

1:-Firstly open paint program

    Start à All programs à Accessories à Paint

                        

                               OR

    Windows+R à Type “mspaint” without quote.

2:-Then open your picture if you want change.

3:-Choose "select" option in tool tray in paint then select image if you want   

     changing in size.

4:-Then hold "ctrl" button and press "+"(increase size) OR "-"(decrease size).

For pixels

1:-Firstly open paint program

2:-Then open your picture if you want change.

3:-Choose "Image" option in menu bar then choose "Attributes" Or "ctrl+E"

4:-After these set the pixels for image if you want

    for exa:- 32x32, 128x220 etc

For icon

same step but saving time save with extension .ico
